WHO WE ARE
In the shifting, often tumultuous circumstances of later life, it can be easy for people to be forgotten: by their local care networks, by their families, and even by themselves. We connect people with short- and long-term care resources to restore and maintain health, safety, and dignity, which are essential to a person’s quality of life and sense of humanity.
Treasure Coast Elder Care was founded in 2002 by Margaret Libbey, whose career in patient care spans direct service and administrative positions. The roots of the company reach back another two decades, when the pressures for hospitals to clear beds sooner began to increase markedly. As a caregiver, she could see that older patients in particular often are discharged needing further care to achieve essential health or safety, but lack a well-informed advocate to help them understand and access their options. As an administrator, she understood the correlations between quality of care and health outcomes, as well as the processes and practices upon which quality is built. The combination of these perspectives yielded a company that connects people with the care they need and holds providers accountable.
Margaret Libbey has her Master’s degree in Social Work, is credentialed by the Academy of Certified Social Workers, and is member of the National Association of Social Workers. She is a member of the Florida State Guardianship Association. Margaret is a statewide certified guardian with the FSGA.
Morgan Libbey has her Bachelor’s degree in Health Services and Administration, and is extensively trained and experienced in care management and guardianship. She specializes in estate management. Morgan is a professional and statewide certified guardian with the FSGA and is the Executive Director of the Public Guardianship Program in Indian River County.

CARE MANAGEMENT
The range of options for helping people maintain quality of life through age-related shifts in care needs is always changing, and the best way for individuals or families to understand the possibilities is to discuss their situations with an independent geriatric care manager. After a full needs assessment, such a professional can present recommendations informed entirely by experience rather than the kinds of emotions that can harm the quality of the process, the decisions, and the outcomes.
This where we start with our Care Management services, which also include continual monitoring of the quality of care our clients receive, assistance with day-to-day emergencies, and ongoing needs reassessment.
Families don’t always live nearby, and those that do may not be able to provide all of the support their loved one needs or wants. We close the gap and ease the worry.
GUARDIANSHIP
In some cases, care management cannot meet all of the needs required by an individual. In these cases, intervention of the court is necessary to appoint a Guardian who will exercise certain rights so that decisions can be made to benefit the vulnerable individual. At Treasure Coast Elder Care we do what is right for our clients and we work as an extension of the court to protect and advocate for incapacitated adults.
OUR APPROACH
We learn what it will take to optimize quality of life by learning about the life: the person and the circumstances, past and present, that have produced today’s situation. It’s a thorough assessment that may involve the client, family, physicians, friends, and any others who can lend insight. The outcome is a plan of care designed to address current needs.
We devise how to make the plan operational by drawing upon our years of experience with the area’s care network to guide clients to the right services and providers for their situations.
Once enacted a plan must be managed, and we monitor care and hold providers accountable. We’re also not afraid to roll up our sleeves and lend a hand if that’s what our client needs. The second half of advocacy is monitoring client needs so that we can take up planning again as changes occur.
